12.  The FIS consists of the following bodies 

12.1  For decision:

Congress

13.  Authority and Functions

13.1  The Congress is the highest authority of the FIS.

13.2  The Congress has the following functions:
13.2.1  Establishing and modifying the Statutes and the International Ski Competition Rules;
13.2.2  Reviewing the business reports of the Council, the accounts and reports of the auditors; granting discharge to the Council;
13.2.3  Approving the budget including the annual subscriptions and fees;
13.2.4  Electing the Council and the auditors;
13.2.5  Affiliating and excluding Member Associations including associate members;
13.2.6  Deciding on the proposals of the Member Associations and the Council as well as deciding on appeals against Council decisions;
13.2.7  Introduction, modification or cancellation of events;

Council

26.  Authority

26.1  The Council is the supreme authority of the FIS between the Congresses.

26.2  The Council makes all necessary decisions. As far as such decisions fall within the competence of the Congress, they are only valid until the next Congress and must be submitted for decision.

26.3  The Council represents the FIS and takes care of the relations with other international sports federations and organizations.

27.  Duties and Responsibilities

27.1  The Council is responsible for the overall conduct of business.

27.2  In detail the Council has the following duties:
27.2.1  to submit proposals to the Congress;
27.2.2  to execute the decisions taken by the Congress;
27.2.3  to appoint organizers of World Ski Championships;
27.2.4  to determine contributions of candidates and organizers of World Ski Championships in favour of small and developing member associations;
27.2.5  to amend the International Ski Competition Rules and to establish other regulations;
27.2.6  to ensure that the Statutes, the International Ski Competition Rules and the decisions of the Council are observed;
27.2.7  to draft Rules and recommendations for recreational skiing;
27.2.8  to consider and, where appropriate, approve proposals of the Committees;
27.2.9  to prepare the Congress;
27.2.10 to impose sanctions.
27.2.11 to implement a provisional order against Member Associations, competitors and officials for serious breaches of the rules.

27.3  The Council may delegate some of its duties to the President and/or to the Secretary-General.

27.4  The current affairs are taken care of by the President and/or the Secretary-General in accordance with their terms of reference.

FIS Court

40.  The FIS Court decides about:

40.1  appeals against sanctions imposed by the Council and Appeals Commissions with the exception of doping cases;

40.2  disputes between Member Associations;

40.3  disputes between Member Associations and competitors as long as both are in agreement 40.4  other cases on request of the Council (see: regulations for disciplinary sanctions).

Appeals Commissions

41.  The Appeals Commissions decide:

41.1  appeals against decisions of competition juries

41.2  cases which are referred by competition juries

Competition Juries

42.   The competition juries decide:

42.1  breaches against the competition rules

42.2  If the penalty measures within the competence of a competition jury are insufficient for the serious nature of an offence, it may refer the matter to the Appeals Commission for consideration.

Committees, Sub-Committees and Working Groups

43.   Position and Function

43.1  The Council appoints the Chairmen and the Members of Committees, Sub-Committees and Working Groups that shall be advisory to the Council and shall be responsible for the technical and other specified activities of the FIS.

Auditors

44.  Function

44.1  The auditors examine the accounts presented by the Council and submit a written report to the Congress. 

FIS General Secretariat

1.4  The headquarters of the FIS are in Switzerland

The FIS General Secretariat handles the day to day management and administration of the organisation.
