General Information

Welcome to the FIS Technical Officials Education Platform. Here you’ll find everything you need to know about becoming and progressing as a Technical Official.

Discipline-specific details can be found under the tab for your respective discipline, where you can explore all requirements, course information, and relevant contacts. All necessary documents, including the Annex Document and Guidelines, are available under the Documents & Resources tab.

All FIS Technical Officials education courses are delivered through the FIS e-learning platform, Moodle, which provides access to course participation, learning content, assignments, and online modules for both in-person and online courses.

General Education Pathway

The education of FIS Technical Officials is structured in three phases. All TO's share the same nomination deadline of 30 June of the respective year (exceptions may apply). While the overall structure is the same for all roles and disciplines, the duration and content of each phase are adapted to the specific discipline and role needs. Discipline-specific details, including requirements, course information, and key contacts, can be found under the tab of the respective discipline.

General Education Pathway

Roles of Technical Officials

This section provides an overview of the different Roles of Technical Officials that FIS is currently licensing. Discipline-specific responsibilities are detailed in the Annex document.

Chief of Competition

The Chief of Competition per se is not delegated by FIS nor a representative of FIS. However, FIS may take over the education of the Chief of Competition and supply them with a valid license as FIS Chief of Competition.

Serving as the link between the sport and the Local Organizing Committee, the Chief of Competition is a member of the competition Jury. Their responsibilities include:

  • Overseeing technical and administrative coordination of the event

  • Supervising local officials

  • Ensuring the venue and facilities are properly prepared

  • Managing key areas, such as the judges’ stand

  • Chairing Team Captains’ Meetings (depending on the discipline)

The Chief of Competition plays a crucial role in ensuring competitions are safe, fair, and efficiently run.

Equipment Controller

A FIS Equipment Controller is an official role within FIS, responsible for monitoring and enforcing equipment regulations.

Equipment Controllers ensure that all athletes’ gear complies with FIS technical regulations. Their responsibilities include:

  • Inspecting skis, bindings, suits, helmets, and boots

  • Performing precise measurements, such as ski length relative to body height, suit dimensions, material thickness, and air permeability

  • Conducting equipment checks before or during competitions, either randomly or when specific concerns arise

The overall aim of the role is to ensure equal treatment of athletes, uphold safety, and guarantee compliance with the rules.

Homologation Inspector

A FIS Homologation Inspector (HI) is an official representative of FIS responsible for verifying and approving competition venues such as courses, slopes, and hills. The HI ensures that each venue meets the standards defined in the FIS rules.

The responsibilities of a Homologation Inspector include:

  • Evaluating and approving competition venues to ensure compliance with FIS standards

  • Guiding the development and improvement of venues through constructive feedback

  • Collaborating with organizers, FIS, inspectors, and designers as part of the certification process

Homologation is not just a set of technical specifications, it is a certification process designed to foster safe, fair, and high-quality competition venues.

Judge

The FIS Judge is a representative delegated by FIS, responsible for evaluating athletes fairly and without bias. Judges strictly follow the applicable FIS rules and judging criteria.

The responsibilities of a FIS Judge include:

  • Evaluating athletes in accordance with FIS rules and judging criteria

  • Making independent decisions without influence from others

  • Preparing thoroughly for each competition

  • Acting professionally at all times

FIS Judges play a crucial role in ensuring fair, unbiased, and high-quality evaluation of athletes.

Para Classifier

A FIS Para Classifier is an officially certified expert responsible for evaluating athletes with physical impairments to determine their eligibility and Sport Class for competition, in line with the Classification Rules of each discipline. A Classification Panel consists of two classifiers, who may be medical professionals, sport scientists, former athletes, coaches, or other qualified experts.

There are two classifier roles:

  • Medical Classifiers assess eligible impairments, minimum impairment criteria, and conduct sport class and observation assessments.

  • Technical Classifiers support the medical assessment, lead technical evaluations when required, and also participate in sport class and observation assessments.

Classifiers for athletes with vision impairments (VI) are specialized ophthalmologists or optometrists certified by the International Paralympic Committee and appointed to FIS events through an agreement between FIS and the IPC.

Technical Delegate

A Technical Delegate (TD) is the official representative of FIS or the national governing body, responsible for ensuring that competitions are carried out in full compliance with FIS rules. The TD safeguards the interests of all competitors by applying the rules fairly and impartially and must also be familiar with FIS Para events when relevant.

Serving as Chair of the Jury, the core responsibilities of a TD include:

  • Overseeing rule compliance throughout the event

  • Leading Jury decisions

  • Collaborating closely with the Organizing Committee

  • Attending training sessions and meetings

  • Validating official results

  • Submitting a written report to FIS after the event

Strong English communication skills and confident decision-making under pressure are essential for this role. The TD plays a key role in ensuring fair, safe, and well-organized competitions from planning to review.
