Ethics & Competition Manipulation
The FIS Universal Code of Ethics sets out the principles of operation of the International Ski Federation and defines the rules of conduct of the officials, competitors and partners of FIS.
The fundamental principles which shall govern all FIS activities, decisions, process and regulations are:
Transparency, Integrity, Democracy and political neutrality in all decision-making and management procedures of the FIS
Respect of the spirit of sport which requires mutual understanding with a spirit of friendship, solidarity and fair play
Protection of competitions against all kinds of cheating and manipulation, including doping
Respect of human dignity, non-discrimination of any kind on whatever grounds, and rejection of all forms of harassment
Compliance with the applicable laws, as well as with the rules and regulations of the FIS, the IOC and WADA.
The Independent FIS Ethics and Compliance Officer and the Ethics Committee
The Independent FIS Ethics and Compliance Officer (IECO) operates independently and is not subject to instructions of the Congress, the Council or the Secretary General. The IECO shall review open or confidential reporting of potential breach of the Universal Code of Ethics and the FIS Rules on the Prevention of the Manipulation of Competitions and prepare a final report, in accordance with the Procedural Rules for the FIS Ethics and Compliance Officer and the Ethics Committee.
The Independent FIS Ethics and Compliance Officer elected by the FIS Congress is 2025 is the Head of Sport of Quest.
The FIS Ethics Committee (FEC), on the other hand, shall hear and adjudicate cases relating to alleged breaches of the FIS Universal Code of Ethics and the FIS Rules against Manipulation of Competitions. It can impose the sanctions listed in these rules, including disqualifications, suspensions, and fines. It consists of a chairperson and further members who shall not belong to any FIS Member Association or otherwise be associated with FIS.
The current composition of the FEC is as follows:

Any individual can anonymously report a suspected breach of FIS governance, ethics, or integrity regulations through the FIS Integrity Line.
